About the 'Civil Aeronautics Act' in Japan
Please be sure to check before flight: Even if it is outside the prohibited area by civil aeronautics act, flying may be prohibited by the local government ordinance or landowner's rule.
Japan’s safety rules on Unmanned Aircraft (UA)/Drone Definition: "UA/Drone" refers to any airplane, rotorcraft, glider, or airship that cannot accommodate any person on board and can be remotely or automatically piloted. Exclusions apply to those lighter than 100g. The weight of a UA/Drone includes that of its battery.
Prohibited Airspace for Flight: Any person intending to operate a UA/Drone in specific airspaces must obtain permission from the Minister of Land, Infrastructure, Transport and Tourism.
- Airspace above 150m above ground level
- Airspace around airports
- Above Densely Inhabited Districts (DID), as defined and published by the Ministry of Internal Affairs and Communications
Operational Limitations: Persons operating a UA/Drone must adhere to operational conditions unless approved by the Minister of Land, Infrastructure, Transport and Tourism.
- Do not operate UAs/Drone under the influence of alcohol and drugs
- Operate UAs/Drone after Preflight actions
- Operate UAs/Drone to prevent the collision hazard with airplanes and other UAs/Drones
- Do not operate UAs/Drone in a careless or reckless manner
- Operate UAs/Drone during the daytime
- Operate UAs/Drone within Visual Line of Sight (VLOS)
- Maintain a 30m operating distance between UAs/Drone and persons or properties on the ground/water surface
- Do not operate UAs/Drone over event sites where many people gather
- Do not transport hazardous materials such as explosives by UA/Drone
- Do not drop any objects from UAs/Drone
Exception: The requirements concerning airspace in which flights are prohibited and operational limitations do not apply to flights for search and rescue operations by public organizations in cases of accidents and disasters (except for some rules).
Penalty: Violation of the aforementioned rules may result in a maximum fine of up to 500,000 yen (*In case of violating point 1, imprisonment for up to one year or a fine of up to 300,000 yen may apply).
Permission & Approval: Applicants must submit an application in Japanese for permission or approval to the Ministry of Land Infrastructure, Transport and Tourism at least 10 days before flying a UA/Drone (weekends and holidays excluded).
